Nicole Bowser serves as Vice President Legal/In-House Counsel at Presbyterian Senior Living, overseeing legal strategy, risk mitigation and ethical compliance across a complex and highly regulated senior care environment.

Transforming Legal Insight into Operational Strength

Nicole Bowser’s legal career is defined by purpose, protecting vulnerable populations while empowering Presbyterian Senior Living to act with confidence, clarity and care. Since joining Presbyterian Senior Living in 2011, she has built a legal infrastructure that supports more than 30 senior living communities. Over the years, she has also become a trusted voice in their strategy and compliance.

Her foundation in private practice, where she represented healthcare communities and individuals in elder law, gave her a deep understanding of the legal challenges aging populations face. That grounding continues to shape her approach to compliance and advocacy, reinforcing organizational accountability and ethical service delivery.

Starting at Presbyterian Senior Living as Credit and Collections Legal Counsel, Bowser quickly became indispensable in navigating the complexities of Medicaid. From initial applications to administrative hearings, she ensured that residents received the care they needed while safeguarding the organization’s financial position.

Her transition to Finance Director and in-house Credit Legal Counsel marked a pivotal chapter. There, she led a 40-member Accounts Receivable team and fused legal expertise with financial strategy to drive lasting operational improvements. By introducing tighter controls and strengthening fiscal discipline, she delivered a major financial turnaround, reducing bad debt from $2.5 million to $620,000 and cutting write-offs from $3 million to $740,000.

As Finance Attorney, Bowser continued to bridge legal and financial operations, advising on contract compliance, internal controls and enterprise risk. Her focus on streamlining processes and enhancing regulatory alignment reinforced the organization’s resilience.

In 2024, she was promoted to Vice President, Legal/InHouse Counsel, where she now leads the organization’s legal strategy across all levels. Her role integrates compliance, governance and risk oversight into the decision-making process, ensuring that Presbyterian Senior Living can navigate change while remaining rooted in its mission and values.

Shaping the Future of Legal Risk & Compliance in Senior Living

Bowser’s leadership is vital in building trust and accountability across a complex and evolving landscape. Her legal oversight spans resident rights, data privacy, compliance frameworks and strategic risk, ensuring every organizational decision is legally sound and aligned with mission-driven values.

Her work also drives innovation. Legal foresight informs everything from developing new care models to thoughtful multi-state expansion, always with an eye toward ethical growth and long-term sustainability.

Looking forward, Bowser envisions a legal framework that is proactive, technology-informed and anchored in equitable access to care. For her, legal strategy isn’t about saying “no”; it’s about enabling what’s right, possible and sustainable for both individuals and mission-driven organizations.

In an era of demographic change and mounting legal complexity, Nicole Bowser stands as a steady hand, anchoring Presbyterian Senior Living in legal integrity and empowering it to grow with purpose and confidence.
